Hi
Years ago I installed S.M.S. 1.6.3 (or even 1.6.2) and was very pleased. I never did an upgrade (never change an running system).
But now, I think, it's worth doing it.
Is it better to "swallow the bus" and do new install, or is an upgrade possible?

upgrading it's not so dangerous as it may sounds, but you might expect some errors due to missing new packages or deprecated configs, which they are not so difficult to handle...

Of course depending on your configuration, it might be easier to backup the configs of servers you are running, install the new version and restore configuration.
Configurations are in /etc for almost all servers...

If you provide the purpose of your server I can help you, on which services you need to backup...
